New Jersey Sexual Abuse Act (2019) extends the SOL for childhood sexual abuse claims to age 55, modeled on the NY Child Victims Act. Lookback window legislation for previously time-barred claims is pending. General personal injury SOL is 2 years with discovery rule. NJ's strong state constitution provides additional civil rights protections beyond federal Section 1983.

Where to File in New Jersey
New Jersey juvenile detention abuse cases are filed in the superior court of the county where the facility was located or where the plaintiff resides. Essex County (Newark), Hudson County (Jersey City), and Camden County handle significant volumes of institutional abuse litigation. Claims against the state are filed in the New Jersey Court of Claims or superior court. New Jersey's strong state constitutional protections (Article I) provide broader civil rights causes of action than the federal constitution alone. Federal Section 1983 claims are filed in the District of New Jersey (Newark, Trenton, or Camden divisions).
